YES!! This one came up recently on one of my support calls. In 2012 with Snap to GRID turned ON your cursor/mouse no longer bounces merrily along from grid dot to grid dot. That is UNTIL you enter a command (line, ddinsert, etc), then it will bounce from dot to dot.
2013 there is a new command documented to revert back to the legacy behavior. SNAPGRIDLEGACY and it works in 2012 too!
From the 2013 help:
SNAPGRIDLEGACY
Controls whether the cursor snaps to the snap grid only when an operation is in progress.
Type: Integer
Saved in: Drawing
Initial value: 0
0 Makes the cursor snap to the snap grid only when SNAP is turned on, and an operation is in progress
1 Makes the cursor snap to the snap grid at all times when SNAP is turned on (legacy behavior)
