In the 2013 Revit product there has been something added that catches people off guard. There are other items that are grayed out as well but typically discipline and view range are the first that get noticed. Your View Scale, Display Mode and Detail Level are also grayed out just to name a few. This is because of the new feature that allows users to add a view template while they are creating a new view. This is actually a time saver if you set up your view templates beforehand.
When creating a new view in Revit 2013 from the ribbon > View tab, the newly created views Properties Palette shows "Discipline" and "View Range" as grayed out.
If you do not want to have a view template added when creating a new view click on the "Type Properties" button in the New Plan View dialog box.
Verify that the "View template applied to new views" is set to none, or click on the value button to set it to none in the "Apply View Template dialog box.
If you would like to apply a view template to your new view but you do not want those items grayed out make sure to add your view template and then uncheck the "View views are dependent on template". This will assure that your items in the Properties Palette will not be grayed out.
