If you are not able to get Revit 2013 installed on your new Windows 8 machine it is because Autodesk has not officially announced that the Revit products are support on the new operating system. Read more on the Autodesk website: Windows 8 Support for Autodesk products. Please note that if you have upgraded your operating system to Windows 8 and your Autodesk software is not on the Windows 8 Supported list it may or may not install or run properly.
However I have a customer who reported that he was trying to install Revit Structure 2013 on his new computer with Windows 8 operating system and it would not open. The customer then installed update 2 and their Revit Structure opened.
