This can happen if the Noun/Verb selection setting is turned off. You would not get Grips. You can only select objects when in a command. This setting has been around a long time. When CAD first came out they called the act of selecting the command such as Erase the Noun (for get English we are talking about CAD). They called the act of using the command selecting objects etc as the Verb. So you would start the command and then use the command. We have the ability if we realize it or not to reverse this. You can select objects first and then start the command. This method is where Grips come from. we do not have a command selected yet we can select several objects and use the Grips. You can select several objects and start the erase command it will Erase them. If the Noun/Verb selection is turned off you can no longer do this and as a result things such as Properties does not work because they require you select without a command.
How to turn on or off Noun/Verb selection
1.) Type options at the command line and select the <Enter> key.
2.) Go to the selection tab.
3.) In the upper left you will see noun/verb selection. Turn this on/off (On you can preselect off you cannot so if properties does not work turn it on)
4.) select OK and now the properties should work.
