There are a few ways to rotate plans in Revit depending on what you are trying to accomplish.
View Rotation
If you want to change the orientation of something so it fits on a sheet better you can rotate the view on the sheet 90 degrees or you can rotate the crop boundary in the view. If you rotate on the sheet it will also rotate the View title. If you rotate the crop boundary in the view, it will leave the view title horizontal. One other thing to note is if you rotate the view on the sheet the text will be the same rotation as the view on the sheet. If you rotate the crop region in the view, the text will also rotate the same orientation, but you can change it to horizontal, tags however will remain horizontal during the rotation. You will also likely need to resize the crop boundary after the rotation.
True North Rotation
If you want a view to have the orientation of true north, say for example on a site plan, you will want to use Rotate True North from the Mange tab, Project Location panel. You will need to set the orientation of the view to True North prior to making this change. This is the same as selecting the Project Base Point and changing it in those properties. This only affects the orientation of the project in the views set to True North orientation.
Project North Rotation
If you want to change the location of Project North from the default, which is at the top of the view, you will want to use Rotate Project North from the Manage tab, Project Location panel. This is a global change so it will affect all views in your project with the exception of Drafting Views.
