Recently an Autodesk Vault Pro 2015 workstation that had the Vault Pro 2015 Add-in for Microsoft Office 2013 installed, reported that although the Add-in loaded and provided an 'Autodesk Vault' tab in Outlook 2013, the tool icons in the panel for that tab were grayed out and non-functional.
Note: For reference, here are links to downloads for Autodesk Vault Workgroup and Professional 2015 Add-in for Microsoft Office 2013 and for Autodesk Vault Basic 2015 add-in for Microsoft Office 2013.
For Vault 2016 products, the Vault Add-in for Microsoft Office is included as an option during the installation of the Vault client. Vault 2016 supports Office 2010 (SP2) and Office 2013 SP1.
For Vault 2017 products, the Vault Add-in for Microsoft Office is included as an option during the installation of the Vault client. For the Vault Office Server, its installer is accessed from the Vault Server installation opening screen under the 'Install Tools & Utilities' link. Vault 2016 supports Office 2013 SP1 and Office 2016.
The ultimate solution for the grayed out tools was to remove a conflicting program called TeamViewer which is a remote access utility.
Once TeamViewer was uninstalled, on at least two workstations that previously showed the tools grayed out, they now worked as designed.
On one of the workstations, reinstalling the TeamViewer client still allowed the Vault tools to work.
Note: By an apparent coincidence, a similarly named application called Teamcenter from Siemens, was also reported to cause the grayed out Vault icons in Outlook as discussed in this Autodesk discussion thread. Removing the Teamcenter Plugin for MS Office was reported to have resolved the grayed out Vault tools.
Update - September 2016
Another installation that did not have either TeamViewer or the Teamcenter Plugin for MS Office installed also saw the grayed out icons for the Vault tab in Outlook 2013. (They were accessible in Excel and Word, however, from Office 2013).
What resolved this case was to uninstall and then reinstall Vault Office on the server. Then uninstall and reinstall SP1 for Office 2013. Then it worked. For reference, here is the link for Microsoft Office 2013 SP1.
Note: This case was with Vault Professional 2017 and Microsoft Office 2013.

Another installation has just reported that the GoToMeeting add-in has also caused the Vault add-in's tools to be grayed out, until the GoToMeeting add-in is disabled. Thanks, Josh, for that report.
Have also noticed, in our case, when GoToMeeting add-on is enabled, the Vault add-ins will stay greyed out as well, until GoTo is disabled.

Thanks for the note, Josh. I'll add it to the article so that others may benefit from your solution.
