Inventor 2017-2018 updates fail to install-'feature you are trying to use is on a network resource that is unavailable'

Trying to install one of the Inventor updates you run into an error that 'The feature you are trying to use is on a network resource that is unavailable'

This can happen on Inventor 2017 or Inventor 2018 updates with similar errors:

Inventor Connected Design

Uninstall Inventor Connected Design from Control Panel and you might be able to install the update.

Inventor Connected Design

 

If uninstalling from Control Panel results in an error use the Microsoft Utility to uninstall Inventor Connected Design.
